Furloughed Federal Employee Relief Program
The Bank of North Dakota (BND) has launched the Furloughed Federal Employee Relief Program (FFERP) to support North Dakota residents who are federal government employees or members of the armed services stationed in North Dakota affected by the federal government shutdown that began on October 1, 2025.
Through this program, BND is partnering with Starion Bank, to provide short-term, low-interest loans to eligible borrowers who are experiencing financial hardship as a result of missed paychecks.
Program Overview
- The FFERP provides temporary income replacement to bridge the gap during the government shutdown.
- Disbursements equal to an individual’s base net pay (excluding overtime and bonuses) will be provided for up to three months, unless federal pay is reinstated earlier.
- Applications will be accepted from October 10, 2025, through January 2, 2026, or until the federal government resumes regular pay, as determined by the Office of Personnel Management (OPM).
- The program is only available in North Dakota.
- Interest Rate: Fixed at 2.00%
Who Qualifies
Eligible applicants include:
- North Dakota residents employed by the federal government
- Members of the armed services stationed in North Dakota
- Federal contractors directly paid by the U.S. government
Applicants must currently be unpaid due to the federal government shutdown.
Loan Amounts
- Civilian federal employees: Up to six times the borrower’s net bi-weekly base pay
- Armed service members: Up to three months (or six semi-monthly pay periods) of net base pay

1. When do payments begin?
Repayment starts three months after the first advance and will be spread across three equal monthly installments.
2. Are there any fees or penalties?
No. Neither BND nor Starion Bank will charge fees, origination costs, or penalties.
3. Can a couple who both work for the federal government apply together?
Yes, if both meet eligibility requirements and share the same pay dates, they may apply jointly. If not, separate applications will be needed.
4. Do I have to apply immediately after my first missed paycheck?
No. Applicants may choose to apply later if the shutdown continues, and advances will be based on the most recent missed paycheck.
5. How long will this program last?
Applications are accepted until January 2, 2026, or until the government shutdown ends, whichever occurs first.
